I think to be true the meaning they have to be standing higher, sort of that fancy Mongol standing off the side of the horse style, but that is the meaning.

That is a mistranslation. The actual meaning is High mounted archer, which in fact is replicated in the position of the move quite obviously. Tanma is actually an antiquated word referring to Manchu archers- specific.

I know a manchu archery scholar who believes that the "bow stance" was derived from the posture of stringing a bow (rather than looking like one):
